The conference took place at the Hotel Nacional de Cuba. The alleged organizer of the Havana conference was the crime chief Lucky Luciano. At the beginning of World War II, Luciano served 30 to 50 years in prison for pandering. In 1942, U.S. military intelligence officers approached Joseph “Socks” Lanza and Meyer Lansky with a proposal for Luciano. At that time, Lanza was one of the mafia bosses who controlled Manhattan`s Fulton Fish Market, its workers and the lower Manhattan docks. Lansky had wider power in cities along the Atlantic coast. Military intelligence was concerned about the possible sabotage of docks and other navigation facilities in New York and other east coast ports by the Nazis. The government informed Luciano that he would be pardoned at the end of the war and deported as a free man to Italy if his family was able to protect the east coast ports from sabotage. Luciano accepted the proposal and supported the government. At the same time, eight countries that negotiated the GATT signed the “Provisional Protocol of Implementation of the General Agreement on Tariffs and Trade.”  These eight countries were the United States, the United Kingdom, Canada, Australia, France, Belgium, the Netherlands and Luxembourg.
Salvatore and Ugo Caneba supported Luciano and were the overseers of the famous heroin operation they controlled from mainland Italy to the United States, the Caneba Network, which supplied high-quality heroin. Luciano`s drug network was vast and complex and he had many of his former American allies deported to help him run his empire in the late 1940s. The main drug imported by Luciano`s network at that time was heroin and the main sources were the French “clans” that formed the nucleus of the Unione Corse Syndicate, or French Mob. The “Corsican clan” was led by the powerful patrons Antoine D`Agostino, Jean Baptiste Croce and Paul Mondolini, while the “Clan of Marseille” consisted of four groups. Among these four powerful groups were brothers Antoine and Barthelemy “Meme” Guerini, brothers Dominique and Jean Venturi, brothers Marcel, Xavier and Jean Francisci and Joseph Orsini. Auguste Joseph Ricord was another patron who was part of the Corsica Union in the 1960s-1970s. These two “clans” dominated the French underworld from the late 1940s to the late 1960s and supplied large quantities of heroin to Luciano and his mafia allies, until the ring of heroin, known as the “French Link”, began to crumble in 1972 with the arrest of one of his biggest bosses. The Havana conference took place on December 20, 1946.  Delegates were present for New York, New Jersey, Buffalo, Chicago, New Orleans and Florida. The largest delegation of bosses came from New York-New Jersey. Several major jewish union bosses were present at the conference to discuss the joint case with La Cosa Nostra-Jewish Syndicate. According to conference rules, Jewish delegates could not vote on the rules or directives of the Cosa Nostra; However, Jewish police chiefs have been allowed to enter joint ventures such as the Flamingo Hotel.
